Are there rare villagers in Animal Crossing? Each villager has an equal chance of appearing in the game, so there aren't any true "rare" villagers.
There is one species of villager that has the lowest number of members: octopus.
Rare Villagers in Animal Crossing: New Horizons
The rarest villagers to get are the octopuses. In New Horizons, there are only three octopus villagers, with Inkwell being left out. The octopuses you can get are Octavian, Marina and Zucker.
Octavian is cranky, Marina is normal and Zucker is lazy.
Bulls and cows are split by gender, so individually they're also a little rarer than the other groups of villagers.

The chance of finding any particular villager is the same, so it's highly unlikely you'll run into the same one twice if you're out exploring other islands or if you find them at the campsite. If you see one you like, grab them!
It was even a meme during the launch of the game for players to restart their game if they were introduced to villagers they didn't like.
