Sylestro is one of many Borderlands 3 Targets of Opportunity. There are 10 of these targets in total, but the encounter with Sylestro is distinct among the 10 for throwing players into a fight with two powerful enemies at once. Here's where to find Sylestro.

Sylestro Borderlands 3: Where to Find the Target of Opportunity
Players can find Sylestro at Nekrotafeyo, in the Tazender Ruins. Sylestro waits in the north-most part of the area, at the end of a long hallway.
When you come across Sylestro, you'll find him with his partner Atomic. Sylestro is the more physically imposing of the two as a badass-class Radiation Heavy. His massive meat mallet fists can deal serious damage. Atomic, meanwhile, is a Breach Trooper more adept at ranged combat.
Kill the two targets and you should have completed all of Zero's Targets of Opportunity and cleared off the last of Atlas' Most Wanted.
